Step 1: WHOIS Lookup

Step 2: BGP ASN Lookup
Use BGPView or Hurricane Electric BGP Toolkit to query the announcing ASN of the IP and confirm whether it belongs to a mainstream home broadband operator in the target country (e.g., Comcast, AT&T in the US; BT, Virgin Media in the UK).
Step 3: Cross-Database Comparison
Query at least three commercial databases such as IPinfo, MaxMind GeoIP2, and IP2Location, and compare whether the country, city, and network type (Usage Type should be ISP or Residential) are consistent.
